Title:  Director of Human Resources

 

Reports to:  Superintendent of Schools

 

Position Summary:    The Director of Human Resources purpose is to strategically lead and oversee all aspects of human resources and administrative functions within the district. This position is responsible for fostering a positive work environment, attracting and retaining top talent, implementing effective policies and procedures, operational leadership, and ensuring compliance with relevant regulations. 



Qualifications:

Required:

  1. Master’s Degree
  2. Currently hold or be eligible for a Kansas certificate in building or district leadership
  3. Demonstrated knowledge of methods of effective human resource management
  4. Desire and ability to work with students and staff
  5. A willingness to cooperate with and follow the directions of the superintendent
  6. The ability and willingness to communicate with parents
  7. Ability to plan, organize, and see that activities are completed
  8. Proficient in data collection and reporting
  9. Excellent written and oral skills
  10. Proficient in Microsoft and Google applications     

Preferred:

  1. Advanced Degree from an accredited college or university in a related field
  2. 5+ years of directly related to human resource management

 

Essential Functions:

  1. Collaborates with the Superintendent  and administrative team to develop successful recruiting programs for the purpose of building a pipeline of candidates and to fill vacant positions within the district.

  2. Oversees the administration of a wide variety of complex federal, state, and local compliance and labor codes/regulations for the purpose of ensuring compliance with all regulatory requirements.

  3.  Supervises a wide variety of personnel functions (e.g. recruiting, vacancy postings, interviewing, hiring, onboarding, job descriptions, etc.) for the purpose of maintaining adequate staffing, enhancing personnel productivity and achieving objectives within budget.

  4. Partners with administrators and supervisors for the purpose of addressing employee relations matters.
     
  5. Maintains manual and electronic documents, files and records (e.g. personnel records, background check information, vacancy listings, applicant tracking, etc.) for the purpose of providing accurate information in compliance with regulatory requirements and established guidelines.

  6. Oversees the district electronic HR files and application system.

  7. Develops and maintains programs to retain high quality personnel.

  8. Delivers informative presentations on an array of topics, such as Board meetings, leadership gatherings, and training sessions, to disseminate information, elicit feedback, and proffer recommendations on district services.

  9. Conducts comprehensive research on employment and labor law topics to guarantee compliance with regulatory statutes and guidelines, obtain pertinent information for strategic planning, and address inquiries as needed.

  10. Oversees the annual benefits open enrollment process (e.g. overall project plan and timeline, communication plan, connecting with vendors, enrollment platform build, etc.) for the purpose of ensuring a positive employee experience.

  11. Oversees the student enrollment process, working closely with building registrars ensuring that systems are operational and all documents are updated.

  12. Supervises transfer requests and residency verification procedures for student enrollment, adhering rigorously to established guidelines, including those outlined in the McKinney-Vento Act for homeless students.

  13. Direct and oversees support operations of the district including,transportation,employee benefits programs, licensure, substitutes and other departments.

  14. Facilitates district negotiations in close collaboration with the Kansas National Education Association (KNEA) to ensure regulatory compliance and alignment with contractual agreements.

  15. Collaborate with other district administrators and directors to monitor financial activities (e.g. budget allocations, expenditures, fund balances, etc.) for ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits, and fiscal practices are followed.

  6. Other duties as assigned by the Superintendent.



Physical Requirements:  Physical and emotional ability and dexterity to perform required work and move about as needed in the work environment. Regular attendance and/or physical presence at the job is required.

 

  1.     Must have physical stamina to maintain job responsibilities.
  2.     Requires occasional stooping, bending, kneeling, reaching, and turning.

Term of Employment: 12 months (261 Days)

 

Job Salary:  Salary is commensurate with experience

 

Evaluation:  Performance effectiveness will be evaluated in accordance with provisions of Kansas Statutes and Board of Education Policy.
